In the earliest moments of evening dark, some people are bathing, others are cooking while many more listen to the radio; it's almost dinner time. In Dissan, Mali, that's when you're most likely to hear the village crier shout an announcement for a meeting (of the elders, the youth association, women's association, etc.). Sometimes the meeting is urgent, but business typically waits for the next morning.
